美國總統大選變數下，國際金融市場10月仍偏震盪，在國際美元走強下，外資賣股轉為淨匯出19.16億美元，中央銀行昨（4）日最新公布的10月外匯存底，也終結過去連續8個月均創新高，月減14.63億美元，降為4,352.63億美元。

下周二美國總統大選結果全球都關注，美國聯邦調查局（FBI）重啟對希拉蕊「電郵門」調查，外界視為「10月驚奇」，川普與希拉蕊民調趨縮小，萬一結果由川普當選，可能對國際匯市造成極大衝擊。央行外匯局局長顏輝煌強調，已做好萬足因應的準備，有信心可維持國內匯市的穩定無虞。

在美國總統大選變數下，央行公布的10月外匯存底，也因為外資賣台股並且匯出，及歐元等主要貨幣對美元貶值，造成以該等貨幣持有的外匯，在折計美元後減少，大於外匯存底投資運用收益所致；其中歐元單月對美元貶幅約2.01％、英鎊重挫5.94％，日圓也大跌3.83％。

至於10月底外資持有國內股票及債券按當日市價計算，連同其新台幣存款餘額共折計3,181億美元，月增分別為19億美元，約當外匯存底的73％，金額及占比同創17個月來新高。

「期貨市場對美國聯準會（Fed）12月升息預期，已上揚至78％。」顏輝煌指出，本周利率會議如預期未升息，但會後聲明特別把「預期短期通膨維持低檔」的字眼拿掉，也強化升息持續加強中，屆時對台灣的影響如何，也是有待觀察。

台灣外匯存底目前在主要國家仍排名第5位，排名第1是中國大陸至9月底3.1664兆美元，第2是日本至9月底的1.1962兆美元。
